[001] “Background and Goals of the Harlan County Guidance Institute: The Harlan County Superintendent of Schools and the County Planning Council are interested in getting a fresh Post-War start on promoting better understanding between the school, the home, and the community and want to launch a comprehensive program for improving opportunity for the boys and girls of the County. The Alliance for Guidance of Rural Youth has been invited to help plan and organize a Guidance Institute to help achieve these ends.”

“Early in June, Mrs. Amber Warburton visited Harlan County and talk with the school people and members of the planning committee” to set up goals, a program, general sessions, and discussion groups. Invitations would be extended to representative youth from each school area, 425 County teachers, parents, and the general public. Specific problems include: (1) Developing methods to determine and to meet individual student’s needs; (2) “Providing a comprehensive school and community health and nutrition program. (3) Dealing with juvenile delinquency; and (40 Organizing a vocational guidance program.”

“Specialists from Federal, Regional, State, and Local agencies and organizations have been invited as consultants. … Leaders in each school area are requested to [call] community meetings in advance… to (1) select delegates… (2) appoint Committee Chairmen” and Members for follow-up work. Morris and Warburton will be available to help.
