PMSS BEREA SERIES I-III Container List 1911-1983 BOXES 1-54 Guide
HISTORY
In 1979, an organization formed calling itself the Settlement Institutions of Appalachia / Berea College Research Resources Project. The project was developed to organize and preserve the original records and photographs of the Settlement Institutions of Appalachia (SIA).
Funded by a grant from the NEH (National Endowment for the Humanities), the project assumed the charge to organize and preserve a duplicate collection on microfilm and film, original records, and photographs from selected settlement institutions in Appalachia. The leadership of SIA envisioned Berea College as a central repository for the selected surrogate archival materials from the various institutions. Pine Mountain Settlement School was among the institutions selected for the microfilm and duplication project and was one of the largest of the collections.
PART A
The first initiative of the project at Pine Mountain Settlement School, Part A, was to process and microfilm selected administrative records from Pine Mountain Settlement School including the following:

Work on Part A of the initiative was completed in 1982 with the cooperation of the Kentucky Department for Libraries and Archives who undertook the microfilming of materials in their facilities. The microfilm master became the property of Berea College and of SIA. No copy was given to Pine Mountain Settlement School as no reader was available at the School. The original material was returned to Pine Mountain Settlement School. Copies of the microfilm masters were then made for in-house research use and were housed at Berea College library. That microfilm set continues to be available to researchers.
While Berea College owns the physical microfilm it does not own the intellectual property rights of the Pine Mountain Settlement School materials
Berea College does not own the copyright for the manuscripts or printed documents included in this microfilm edition [1982 microfilm master]. Therefore, it is the researcher’s responsibility to secure permission to publish from Pine Mountain Settlement School or its successors and assigns.
PART B
In 1985 Part B of the NEH grant initiative was completed. It selectively reproduced photographs from the Pine Mountain Settlement School collections in much the same manner as did the microfilm project. Copies of photographs were made of selected material and negatives and physical prints were produced for each image. In this case, a set of the contact prints was given to Pine Mountain Settlement School and a duplicate set was provided for use at Berea College Special Collections. Berea retained ownership of the copy negatives and the copy prints generated by the SIA grant initiative.
Regarding the photographic material, Berea negotiated a use agreement for patrons who visited the Berea Special Collections library. That agreement follows:
Permission has been granted by Pine Mountain Settlement School for Berea College to reproduce all or part of the school’s photographs and to use them in slide or film presentations, display them or loan them for display, and to allow their use by researchers for reproduction and publication. The proper credit line for all of the above uses shall be, “Pine Mountain Settlement School Photographic Collection, Berea College Southern Appalachian Archives.”
In the 1980s Pine Mountain Settlement School did not have the resources to produce surrogates of the selected materials and the Berea grant and the Berea repository was a safe and strong insurance against harm to the collections. Engaging this initiative was not an action taken lightly by Pine Mountain. There were strong voices opposed to the participation of Pine Mountain in the SIA initiative. However, film continues to be one of the most secure preservation tools for collections and there were reasoned arguments that noted that the film copies held at Berea would offer the archive some security against damage or destruction.

DIGITAL ARCHIVES
Today the landscape of archival collections has dramatically changed with the digital revolution and while the need is still fundamental to both share and preserve the collections, the idea of a central repository is becoming an outdated and inefficient model for the tech-savvy researcher. What many collections are now coming to realize is that digital archives are now producing their own uneven models.
The reach of the digital repository is extensive and often engages individuals who would not use the physical resources, nor travel to, a physical repository, but would go online to search for resources. But digital resources like repositories, are not created equal. Digitization is costly to initiate and to maintain at any local level. While maintenance of the infrastructure for a digital repository is easier today than in the early years of digitization when a highly skilled technical staff was required to maintain a digital repository, the maintenance of the digital repository of today requires technical skills but the skill level may be easily controlled by the repository. As a digital repository grows it may however, challenge the staff of small institutions. But collection management options for digital collections are greatly expanding. Inexpensive, ubiquitous and transparent digital systems, now abound and are growing in use as is the skills base of the small repository.
Many more arguments may be made in favor of and also against the building of a digital repository and the local maintenance of large archival collections. The landscape is new and the answers are still being gathered, but Pine Mountain Settlement School and similar institutions are finding that the digital revolution has leveled the landscape and has provided the opportunity to give repository access to a broad public. However, they are also finding that the real estate in that landscape can often have hidden costs and administrative demands that are difficult to predict and to manage within the smaller institutions. The digitization efforts currently underway at Pine Mountain are currently manageable and the costs of digitizing collections continue to come down allowing the School time to evaluate and determine the social and economic costs and rewards of digital communication. Collection management remains a challenge with not dedicated staff and funding not fully integrated into an annual budget.
Since 2000 Pine Mountain volunteers have been selectively digitizing both documents and photographic resources. By allowing the user a larger voice in what is selected, the archive is coming close to what many envision as a shared future where a land and its people are no longer without their own voice, but have many ways to join in the conversation. Like the researcher, they can explore, expand, and importantly, collaboratively correct their history. The digital repository is an always open resource available to both local community and to the larger research community.
The idea of a “hidden” collection is going away and new uses are being found for the wealth of resources in the Pine Mountain Settlement School collections. The archive as a social forum, an art form as well as an educational tool is just one of many new directions being explored for the archive at Pine Mountain. While additional educational derivatives from the collections are being explored, expanded digital access to core collections and expansion of educational opportunities based on the existing digital resources currently shapes the digital initiative at Pine Mountain Settlement School.
