Requested by the Board of Pine Mountain Settlement School and completed by Berea College faculty member, Dr. Pat W. Wear, the Pine Mountain Settlement School Survey Report of April 22, 1960, was an attempt to review the progress of the School following the closure of the boarding school in 1949. The report was undertaken by Dr. Wear at the suggestion of the PMSS Board of Trustees who indicated that “…it might be wise to determine what the mission of Pine Mountain Settlement School should be in the next decade …we must clearly find the mission of the school in the years ahead.”

The Wear Survey Report includes a brief review of the PMSS educational situation since 1949 and a sketch of the current condition of its programs related to the farm, community relations, national activities, and transportation and communication.

Dr. Wear outlines the elements involved in determining the purposes at Pine Mountain which include the human endeavors as well as the “human complexes” with which the Board of Trustees must be concerned. The complexes included:

1. Harlan County Public Schools
2. The Harlan County people (both sides of the mountain)
3. Pine Mountain Settlement School staff (exclusive of teachers)
4. Berea College and the Board of Trustees
5. State Department of Education

In conclusion, the survey isolated 12 “areas of concern as the [survey] team views them,” and to which they made 11 recommendations or possibilities for next steps. The survey team also  made nine recommendations for uses of the “existing facilities.”
