1918_10_16 (2) October 21, 1918. To Mr. Horace E. Fox (engineer) at Big Stone Gap, VA, from EZ (Ethel de Long Zande), stating that a check will be sent to him as soon as he takes the Pine Mountain Road plans to Mr. Rodman Wiley (Commissioner, Department of Public Roads, Commonwealth of Kentucky, Frankfort, KY, which pays one-half of the road expenses) for his okay. She fears that the delay in getting the plans ready will impede the building of the convict camp this fall.

1918_10_16 (3) October 25, 1918. To Wiley from EZ (Zande), who reports that she had written to Judge Forester, “asking him to have the October Fiscal Court make formal application for convict labor.” PMSS mail service had been delayed due to influenza, so she wrote a second letter, asking for a special session of the Fiscal Court. She mentions Mr. Fox’s request for $1,000 “on account seems to indicate an ever larger engineering cost than we have expected.” She states that the School had no arrangements to make monthly payments to him.

1918_10_16 (4) October 31, 1918. To Zande from Wiley, advising that Mr. Fox and his associates “be required to submit (a) detailed statement showing (their) method of arriving at cost.” He also requests that Zande will send him a full statement “concerning terms of (the) original contract for surveying the road.”

1918_03_00b- (1) “Expenses for June, July, and August 1918,” listing travel, meals, Hotel Pineville; expenses for H.E. Fox (engineer); board at Chad Lewis, PMSS, and Henry Creech.
